Rule 21 Update : CA Inverter RPP Requirement

Rule 21 has been in effect in California since September 2017. As of July 26th, 2018, inverters installed in California will now require the reactive power priority (RPP) setting to be activated as the default Volt/Var function. All Rule 21 inverters should have this setting.

when the grid goes down what keeps the solar system from feeding back onto the grid?

Fortunately, since the early days of solar, residential inverters have been require to "anti-island" automatically if they detect the grid is down. They will completely de-energize the system and isolate the solar in that case.
